Minutes of the Bathford Allotments Annual General Meeting, Saturday 18 June 2022.
Welcome and introduction
The meeting was well attended in spite of the rain, and thanks go to the plotholder who let us shelter in his garage.
Report from the Parish Council representative
i. Financial accounts
Finances to date:
- Income: £2,095.
- Expenditure includes: £260 for plot rotovation (recouped from forfeited deposits and cash payments from individual plotholders); £450 water; £312 digger hire to repair derelict paths and clear the top new track; £500 repayment to the Parish Council for water troughs.
- Current balance: approximately £2,000.
ii. Liability insurance
It was reiterated that, as stated in the regulations, the Parish Council insurance only covers incidents on the paths and common areas. Liability for any mishap on individual plots lies with each plotholder.
Wardens’ items
- Top emergency access gate (health and safety, deliveries).
- Bonfires.
- Future plans, progress, planned expenditure and pond progress.
- New Road wall access.
Vote on regulations
It was agreed that the following be incorporated into the allotment regulations.
Conditions of use (4) — access of vehicles onto the allotment:
- Vehicles are allowed onto the main central track for delivery and unloading only (vehicles to be removed when unloading is completed).
- Access of vehicles onto individual plots is prohibited except with the express permission of the Landlord (except for emergency services vehicles).
Conditions of use (3) — subletting and sharing. The Tenant may not subdivide or sublet the use of the plot without the direct written permission of the Landlord. One person must be the tenant, taking full responsibility for the fees, use and condition of the plot. The tenant may not sublet (i.e. charge) to sharers. A sharer may apply to take over the tenancy if they have been sharing for at least a year and the plot has been kept in good order throughout.
Tool store dimensions. People are allowed stores, not sheds. A “tool store amnesty” was proposed, amending the regulation size to reflect existing sizes: maximum 6ft by 3’6", and a maximum of 4’6" high.
Mowing paths between plots. Keep paths trimmed and in good order (level and free from stones or other debris). Primary paths must be 1m (3’3") wide for emergency and/or machinery access; secondary paths can be within the range 70cm–1m (2’3"–3’3").
- Plotholders to the east of the main track mow the south and west paths.
- Plotholders to the west of the main track mow the south and east paths.
